Most specification pages for this stop at "1080 by 1920, 9 by 16" and leave you to discover the rest by posting something that looks wrong. The dimensions are the easy part. What causes actual problems is the interface overlay, the difference between what YouTube accepts and what YouTube displays well, and the handful of encoding choices that are silently worse on a phone.

Why 1080 by 1920 and not something larger
You can upload a vertical 4K Short at 2160 by 3840 and YouTube will happily take it. It is still the wrong choice for almost everybody, for a reason that has nothing to do with quality snobbery.
Shorts are watched on phones, held at arm's length, usually in a feed that is already compressing aggressively to keep scrolling smooth. The visible difference between a 1080p vertical clip and a 4K one on that screen, in that context, is close to nothing. What you do get is four times the pixels to encode, a slower export, a slower upload, and a longer wait before your Short is processed and live.
The one case where a higher resolution source genuinely helps is when you are cropping. If you are pulling a vertical window out of a 4K landscape master, that extra resolution means the cropped result is still a true 1080 wide picture rather than an upscale. But the file you export and upload should still be 1080 by 1920.
Safe zones: the part that ruins captions
This is the section that saves you from reposting. The Shorts player draws its own interface on top of your video, and that interface is not transparent to your content. Anything you place underneath it is simply not readable.
Three regions to respect, described as proportions because exact pixels shift by device:
- The bottom fifth. This is the busiest area: video title, channel handle, description snippet, the sound attribution, and the progress bar. Roughly the lowest 300 to 400 pixels of a 1920 tall frame. Put nothing here you need read.
- The right hand edge. The action rail lives here: like, dislike, comments, share, remix, and the channel avatar. Budget roughly the rightmost 150 to 200 pixels.
- The top strip. Lighter, but the search and menu affordances sit here on some surfaces. Keep the top 100 pixels or so clear of anything critical.
The result is that your genuinely safe area is a tall box in the upper middle of the frame. Captions belong there, roughly between a third and two thirds of the way down, which is also where the eye naturally rests. Any tool that places captions at the very bottom by default is making a decision that was correct for widescreen video and wrong for this format.
The frame is 1080 by 1920. The frame you can actually use is closer to 900 by 1400, and it sits high.

What happens when the shape is wrong
The failure modes are quiet, which is why people repeat them. None of these produce an error at upload.

That last row deserves emphasis because it is the most common self inflicted wound. Downloading your own TikTok and reposting it to Shorts carries the TikTok watermark, and every platform has an interest in not promoting a competitor's branding. Export a clean copy from your source instead. It costs nothing and removes the handicap.

The safe zones differ slightly between them, and TikTok's interface is the most intrusive, so if you are posting everywhere, design your captions against TikTok's overlay and they will be comfortable on the others.
Converting a landscape video properly
Most Shorts start life as landscape footage, which means the real work is the conversion. Going from 1920 wide to 1080 wide at the same height means roughly 56 percent of the width is discarded. Where that missing width comes from is the entire quality question.
A fixed centre crop takes the middle and hopes the subject is there. On a single speaker framed centrally it is fine. On the standard interview two shot, where the middle of the frame is the gap between two people, it produces a vertical video of a table.
Subject aware reframing samples the footage, works out where the person actually is, and positions the vertical window over them instead. When it cannot identify a subject confidently it should stay centred rather than commit to a wrong guess, because a centred crop is merely imperfect while a confidently wrong crop is unusable.
The third option, fitting the whole widescreen frame inside the vertical canvas with the space above and below filled, is the right answer for screen recordings, slides, and anything where losing detail at the edges is worse than losing scale.
